Sonangol Plays Big On World Stage

The Angolan state hydrocarbon company, Sonangol, has added two Iraqi oil fields to its arge basket of petroleum assets around the world.

Its successful bids for the Qayara and Najmah oil fields in Iraq’s second major lease sale since the American invasion, underlines a growing ambition to look beyond Angola’s prolific Congo basin and compete head on with global oil giants.

Sonangol, a 34year old company, has in the last six years acquired stakes in Nigeria, Gabon, Brazil and Argentina.

The China Sonangol International Holding Limited, which was formed with the Chinese government under the ambit of the south-south cooperation, is responsible for exploration and exploitation of hydrocarbon acreages in deepwater Nigeria and any terrain in Argentina. This partnership is mandated to seek rights to hydrocarbons and solid minerals anywhere else on the globe and has a cooperation agreement with China Petrochemical Corporation, to invest in oil fields overseas is developing an LNG plant that is expected to be ready by 2012. By owning a part of a receiving terminal in the United States,

Sonangol will reap both as a producer (in the upstream)and as a marketer in the far downstream end of the chain. No NOC in sub-Saharan Africa has this kind of

investment attitude.

Sonangol’s foray into Iraq was prefaced by its venture into Brazil, where it struck twice, in 2009. In January of 2009, it acquired a 30% stake in the Santos basin’s BM-S-60 block

from independent producer Starfish. Then in November 2009, it moved to acquire the entire company. Starfish, itself one of the earliest indigenous Brazillian companies, has exploration rights to 23 onshore and offshore oil blocks in the Northeast and southeast of the vast Latin American country.

Back home, Sonangol is gradually growing out of passive partnership and a standofish, regulatory role. In September 2009, it exercised the right of first refusal over Marathon’s decision to sell two thirds of its 30% stake in the deepwater Block 32 to CNOOC and Sinopec, two Chinese state owned firms. Sonangol previously held 20% stake in the block. So its buying of the 20%, transformed it into the largest stakeholder of Block 32, with a total of 40%, compared with operator TOTAL’s 30 percent, Exxon Mobil’s 15 percent and Galp’s 5 percent.

It is against this background of unrelenting acquisition that we should see Sonagol’s venture into one of the most dangerous regions of Iraq. The Qayara and Najmah oilfields

are located in a region where Sunni Islamic militants and al-Qaeda are both active and which thus experiences frequent insurgencies.

But there’s a chance of reaping huge profits. The two fields combined contain an estimated 1.7 billion barrels of oil and Sonangol will be paid between $5 and $6 a barrel, one of the highest fees awarded in Iraq’s oil deals. While the fees were well below what the company initially pitched for, (which had ranged between $8.50 and $12.50 a barrel), reports say that “the high fees for Sonangol reflect the risks and relatively low quality of oil at the two sites”.

Sonangol officials are quoted as saying the company will invest $2billion in Qayara alone and that there is a queue of European and American firms, looking to farm in into the opportunity.

With its entry into Iraq, Sonagol is leaving no doubt as to its willingness to play big on the world stage. Iraq is about the third largest oil tank on the planet, with 115bn barrels,

below Iran’s 137bn and Saudi Arabia’s 264bn.

The only problem is their long year of isolation hasn’t enabled it to utilize modern extraction techniques to produce the oil.
