Job DescriptionThe Transmission Programme Manager role is a technical leadership function located within the Independent Power Producer Office (IPPO). It is a one (1) year contract.

The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs).  The mandate of the IPP Office is to provide specialised services to government, including a) IPP Energy and related Procurement Management, b) Monitoring, Evaluation and Contract Management, and c) Professional Advisory Services.  The IPPO’s skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.

South Africa’s energy sector is undergoing a significant transition, driven by the urgent need to expand the national grid to support the country’s growing electricity demands, integrate renewable energy, and ensure long-term energy security. The Integrated Resource Plan (IRP) and the TDP 2024 outline a critical requirement for the establishment of approximately 14,500 km of new transmission lines and associated infrastructure over the next 10 years.

The intent of this role is to lead on the development and implementation of the Government-sanctioned Independent Transmission Program (ITP), which seeks to leverage the expertise and financial resources of the private sector in order to accelerate the establishment of the required Transmission infrastructure that will support the large-scale roll-out of new power generation capacity and support economic growth. The incumbent will drive this program by implementing appropriate project management frameworks, tools and protocols to improve the consistency and effectiveness of the IPP Office’s project delivery and project outcomes as it pertains to the ITP.

Reporting to the Head: Programmes, the Transmission Programme Manager will be responsible for leading the delivery and management of the overall objectives of the ITP, as mandated to the IPPO by the Minister of Electricity and Energy.

Key Responsibilities1.Strategic Programme Development and Management of large-scale transmission infrastructure procurement projects

Develop and implement strategies to advance the transmission programme of the IPP Office relating to the procurement of large-scale transmission infrastructure through public private partnerships.
Manage the development and implementation of annual strategic action plans to release tenders on the open market relating to the transmission programme.
Formulate broad goals and deploy strategic plans to address new ways of addressing Programme challenges within the IPPO programmes, in partnership with all relevant IPP functions and external parties
Incorporate the Department of Trade and Industry guidelines into drafts of all Request-For-Proposals and oversee the release of the tenders into the market
Prepare a realistic implementation plan for the transmission programme

2.Tactical Programme Execution for large transmission infrastructure procurement projects

Drive the execution of the Programme mandate through communicating with and tactically deploying the Programme team to achieve the strategic outcomes for the transmission programme
Plan, co-ordinate, oversee and manage the bid submission process
Implement the bid window to receive and categorise bids
Oversee and co-ordinate the bid receipt, categorisation and evaluation
Facilitate and ensure the procurement of a multi-sectoral internal matrix disciplinary team to appraise submitted bids (i.e. Legal, Economic Development, Financial, Technical and    Economist support)
Appoint programme team of external consultants / transaction advisors consisting of a multi-disciplinary team of experts (i.e. Legal, Economic,Development, Financial, Technical    and Economist support)
Engage with government to facilitate and obtain a range of approvals (i.e. government support frameworks, in conjunction with the Department of Electricity and Energy,  Department of Public Enterprise, NERSA and National Treasury
Manage and implement new high-level processes to maturity to facilitate the effective tactical execution of Programme Management

3.Relationship Management

Oversee all aspects of relationship management by:
o communicating changes in ownership levels
o entering discussions with respect to economic transformation
Advise and support both the Head of the IPP Office and the Head of Programmes on the compilation of presentation content regarding the transmission programme

4.Stakeholder Negotiations

Provide input into stakeholder engagement communications from a programme standpoint
Coordinate all stakeholder engagements with key entities such as Eskom, NTCSA, NERSA
Facilitate non-resolution of negotiations between interested parties (i.e. Eskom, NERSA, and the Sellers)
Liaise and build a strong relationship with Eskom to discuss the logistics behind:
o location of power connection
o method of power connection
o issuance of budget quotes
o estimated Scheduled Commercial Operating Date (SCOD)

 

5.Effective self- management and teamwork

Actively and consistently maintain high standards of professionalism in all aspects of personal presentation and delivery
Apply knowledge of the organizational systems, structures, policies and procedures to achieve results
Demonstrate initiative in follow through to ensure that personal quality and productivity standards are consistently and accurately maintained

Expertise & Technical CompetenciesMinimum qualification: Bachelor’s degree in finance / economics / engineering or project management. Relevant Post Graduate Qualification advantageous.

Minimum qualification: At least 10 years’ relevant experience as a programme and/or project manager for large transmission infrastructure projects
Proven track record of successfully developing and executing projects for large scale infrastructure
At least 5 years’ experience in dealing with multidisciplinary teams at a senior level is required.

Knowledge competencies:

In-Depth knowledge of the policies and integrated resource plan for South Africa
Demonstrable knowledge and insight on the opportunities, challenges and potential for large scale transmission infrastructure projects in the Southern African infrastructure finance market
Sound knowledge of the transmission regulatory frameworks within the South African government
Knowledge and understanding of National Treasury, Development Bank and ESKOM, other Public Sector bodies and relevant standardisation bodies
Knowledge and understanding of the energy sector and various generation methods with a specific focus on transmission of power.; In-depth knowledge of various legislation, regulations, and structures related to Transmission Infrastructure procurement.
Knowledge of IPP Offices’ mandate.

Zanzibar Adds Two Onshore Blocks to the Bid Round Basket

The Government of Zanzibar (the semi-autonomous region in Tanzania), has added two new onshore blocks to the offerings in the on-going bid round.

Earlier in March, 2024, the country had offered eight offshore blocks to international investors in its first hydrocarbon lease sale. The submission of bids for those offshore blocks will end in December, 2024.

Submissions of bids for the new onshore blocks will continue until June 2025.

The size of the eight offshore blocks total 31,883 km².

The new blocks onshore blocks are formed from the Pemba-Zanzibar block, which was returned to Zanzibar after the expiration of the license held by RAKGAS, a United Arab Emirates (UAE) oil and gas company.

“The former Pemba-Zanzibar block has been divided into two: Zanzibar Block 1, covering 6,572 square kilometers, and Zanzibar Block 2, covering 6,242 square kilometers,” the government  said in a statement.

RAKGAS acquired 717 line kilometres of two dimensional ( 2D) seismic data onshore and 2,815.6 line kilometres of 2D seismic data offshore from November 2017 to February 2019. It also acquired 244 line kilometres in the transition zone in the same period, making  a total of 3,776.6 line kilometers. The interpretation of these surveys indicated the potential presence of rock formations with estimated oil and natural gas reserves of approximately 3.8Trillion cubic feet in the Pemba-Zanzibar Block. According to the Zanzibar Development Plan (ZADEP 2021-2026), the archipelago is committed to the sustainable exploitation of Oil and Gas (O&G) in both onshore and offshore Zanzibar.

The Executive Director of the Crude Oil Refinery Owners Association of Nigeria (CORAN), under the supervision of the Secretary and the leadership of the association’s Chairman, will be responsible for overseeing, planning, organizing, directing, coordinating, and implementing CORAN policies, programmes, directives, and strategic plans as determined from time to time by the CORAN National Executive Committee, NEC, Chairman, and Secretary.

 The Executive Director will perform the following duties:

  • He/she shall co-ordinate and oversees the day-to-day general administration and management of CORAN National Secretariat.
  • Manage and administer the Secretariat, human resources, financial and other resources effectively to achieve the objectives of the CORAN.
  • Coordinate and ensure the effective and efficient implementation of CORAN strategic plan, programmes, policies, decisions and resolutions of National Executive Committee, BOT and the AGM,
  • Prepare preparations and represent the Association in high level meetings in regulatory agencies, Government agencies and Private sector, and professional bodies to present and articulate the CORAN positions
  • Develop programmes, initiatives and projects that relate to the regulatory, representative, re-engineering and public interest roles of the CORAN.
  • Review and recommend approved plans and budgets to the Chairman and Secretary during the annual planning and budgeting cycle.
  • Prepare and propose an annual plan and budget to the Chairman and Secretary for presentation at the CORAN National Executive Committee.
  • Manage research and development of policies, working papers, memoranda of understanding, briefs, idea notes, and other materials for CORAN Leadership.
  • Create business development, sponsorship, and advertising activities to generate revenue for CORAN.
  • Promote professionalization of the National Secretariat to better serve local private refineries.
  • Assist CORAN governance structures and platforms, including committees and forums in organizing and implementing their programs, strategies, priorities, and goals.
  • Facilitate and promote collaboration and partnership with external stakeholders, local and international organizations and Development Partners, donors etc
  • Manage and ensure smooth transition from one outgoing CORAN. leadership/administration to an in-coming administration.
  • Ensure continuity and consistency of programmes and policies of successive CORAN administration.
  • Ensure the timely monitoring and evaluation of programmes, policies, plans and milestones using the necessary monitoring and evaluation mechanisms and tools.
  • To carry out any other duties and assignments that may be assigned by NEC, chairman and Secretary from time to time

Requirements:

The ideal candidate should have a minimum of 7 years’ experience in administration and management.

Qualification:

  • First degree – BSc or HND
  • An advance degree such as M.Sc. in Business Administration will be an added advantage.

NDWestern Has Vacancies for 24 Roles

The Nigerian independent, NDWestern, is looking to fill 24 vacancies, 11 of them clearly in engineering roles. It has put out an advertisement for these roles and it expects applications to have been submitted by July 31, 2021.

Jobs available range from Chief Technical Officer through Regulatory & Compliance Manager to Senior Reservoir Engineer.

NDWestern is a 10-year-old Nigerian-owned company that holds 45% in Oil Mining Lease (OML) 34 in the western Niger Delta. The acreage is operated through an Asset Management Team jointly run by both the Nigerian Petroleum Development Company NPDC and NDWestern.

The recruitment exercise is meant to boost personnel capacity to increase and improve the work programme on this asset, which produces roughly 22,000Barrels of Oil Per Day and 320Millionstandard cubic feet of gas per day. NDwestern and NPDC also want to build a 10,000BOPD modular refinery.

UNIDO Needs a Nigerian Advisor for Investment and Technology Promotion, Focused on Germany

The United Nations Industrial Development Organisation (UNIDO) requires a National advisor for Investment and Technology promotion, located at the offices of the delegation of German industry and commerce in Nigeria.

West African Gas Pipeline Authority Looks to Hire New Director-General

Afrique Conseil, the consulting firm based in the Republic of Benin   has launched a a vacancy announcement for candidates to recruit a new director-general to head the West African Gas Pipeline Authority (WAGPA).

The WAGPA is the regulator of the West African Gas Pipeline (WAGP) built and operated by WAPco.

Eligible candidates must be nationals from one of the four State parties of WAGPA – Togo, Ghana, Benin, and Nigeria. Those qualified will be selected based on their resume or professional experience in any of these countries.

The deadline for application is October 15, 2020, according to the recruitment notice published on the WAGPA’s website.

With headquarters in Abuja, Nigeria, WAGPA is an international body with legal personality and financial autonomy established by the WAGP Treaty signed on January 31, 2002.
