NDEP Calls for Tenders for a Land Drilling Rig

1.INTRODUCTION

Niger Delta Exploration & Production PLC (NDEP) intends to hire a 1000HP 5KSI Land Drilling Rig for the completion, testing and workover of Land Wells with an anticipated starting date in June 2023 for a firm period of one year plus an extension option for an additional one-year.

NDEP therefore uses this medium to inform suitable and reputable Companies with the requisite experience, a Rig available in Nigeria and resources for the execution of this scope to submit their bids for consideration.

2.SCOPE OF WORK/SERVICE REQUIREMENT

The scope of work will comprise of Completion, Testing, Workover, De-completion, Recompletion and Suspension of Wells in NDEP concession areas OML 53 & 54 (both on Land) on a 24hours/7days basis.

The scope includes;

  • Mobilization from point of Origin to first Well site.
  • Demobilization of Rig from last operational location.

The requested Rig should be fully capable of working in Nigeria Land Operational conditions, with minimum negative impact on the environment and strict compliance to Health and Safety of all stakeholders impacted by the activities.

The Rig shall have a mandatory minimum requirement of the listed basic capabilities and equipment to qualify for consideration:

  • Rig shall be mobilized in Q2-2023
  • Rig Hoisting capacity: 500 Ton minimum
  • Drilling depth capacity with 3 ½’’ DP of 15000 ft
  • Drawwork of 1000HP
  • Rotary Table opening of 37 ½” x 300Ton
  • Top Drive System of 250Ton/WP 7500psi/38,000lb. ft output power.
  • Power capacity of 1000HP
  • 2 x 1600HP Mud pumps
  • Mud storage capacity of 2400bbls with ability for zero discharge facility in line with Nigerian Law and International standards.
  • Cementing lines and Manifold rated 5,000 psi Working Pressure
  • Well Control Equipment – 13 5/8” x 5,000psi BOP stack and accessories

3.MANDATORY REQUIREMENTS

To be eligible for this tender opportunity, interested contractors are required to:

  • Be registered in the NUPRC and NCDMB databases.
  • Indicated their interest through Rigbids@ngdelta.com within two working days of this advert to receive an Invitation To Tender (ITT).

4.NIGERIAN CONTENT

Bidders are invited to express complete understanding of Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance ACT 2003, and their willingness and commitment to comply with same.

Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.

Bidders shall:

  1. Demonstrate that the entity is a Nigerian indigenous company by providing details of its Ownership Structure including submission of certified true copies of CAC form C02, C07, and its Memorandum and Article of Association.
  2. Provide evidence of completed registration on NCDMB’s NOGIC JQS portal.
  3. Provide a detailed description of the location of in-country committed facilities and infrastructure (assets, equipment, technical office, administrative space, storage, etc.) in Nigeria to support this contract.
  4. Provide a Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of all the Nigerian companies and personnel that will be involved in executing the work.
  5. Provide evidence of what percentage of its key management positions are held by Nigerians and what percentage of the total work force are Nigerians.
  6. Disclose the overall percentage of work to be performed by Nigerian resources relative to total work volume.
  7. Ensure that all sub-contractors to the Drilling Rig Contractor have valid Category “SS” NCEC for Drilling Services & valid Category “DA” NCEC for other support services such as Catering, Housekeeping etc
  8. In line with the relevant provisions of the NOGICD Act, 2010 and the NCDMB approved rig utilization strategy, the bidder shall demonstrate substantial evidence of utilization and Nigerian ownership of Land Rig or Nigerian-equity acquisition in the nominated LAND RIG or any other drilling rigs (land/swamp, etc.), or provide MOA for a rig owned by a Nigerian 3rd party.  Bidders with NCDMB NC Rig Certification to support equity in or ownership of the rig should submit same as supporting evidence.
  9. Provide evidence of 1% NCDF payments (inclusive of subcontracts) for all past projects executed by the Bidders (and Rig owner) in the Nigerian oil and gas industry.
  10. Submit a detailed training plan which shall provide sustainable training and development (including certifications as applicable) for Nigerians in line with the Human Capacity Development Initiative Guideline of the Nigerian Content Development and Monitoring Board (NCDMB). The training plan shall include contract-specific training and estimated man-hours. Tenderer is required to submit MOA with Oil and Gas Trainers Association of Nigeria (OGTAN) trainers to support their training plan, which shall be 15% of the project Man-hours of 3% of the total contract sum.
  11. Provide a detailed manning organogram for the nominated rig(s) showing that 55% by man-hours of the personnel positions and manning level onboard the nominated rig(s) will be occupied by Nigerian national employees.

NOTE: Non-compliance with Nigerian content requirements & failure to have the Rig in country are FATAL FLAWS

Nigeria LNG Limited (NLNG) requires a vendor to provide Supply Chain Management Services (SCMS) to support maintenance and production activities in its Plants in Bonny, Rivers State, Nigeria.

The company hereby invites SCMS providers with all requisite experience, capacity and regulatory permits & licences to express their interest to participate in the tendering for this service.

SCOPE OF THE SERVICE

The Supply Chain Management Services required will include but are not limited to the provision of:

  • Procurement Management services
  • Contract Administration and Management services
  • Inventory Control and Stock Management services
  • Material Management services including Material Handling, Packaging for Export, Heavy Goods Vehide/Forklift Services, Stock Check, Material Preservation & Quality Control

COMMENCEMENT AND DURATION

PRE- QUALIFICATION

A pre-qualification exercise of interested SCMS providers will be carried out and only successful applicants will be invited to provide a competitive tender for this service.

To be considered for pre-qualification, interested companies are required to submit the following documents for consideration:

  • Valid Certificate of Incorporation and Corporate Affairs Commission (CAC) Forms 2A & 7A (or its equivalent).
  • Tax Clearance Certificates for the past three (3) years i.e., 2019 – 2021 and Nigerian Tax Registration/ldentification Number.
  • Details of relevant verifiable experience of SCMS provision that has been undertaken as main contractor over the past five (5) years.
  • Valid Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)/DPR permit(s).
  • Valid Federal Ministry of Labour and Employment Recruiter’s licence
  • Acknowledgment of willingness to undergo NLNG and Third-Party audits.
  • Confirmation of willingness to operate in strict accordance with the NLNG Business Principles.
  • Any additional information that will enhance the potential of the company

 

NIGERIAN CONTENT

NLNG is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act).

Interested companies must comply with all the provisions of the NOGICD Act that relate to this service and in particular comply with the minimum Nigerian content percentage for ownership (i.e., 51% and above) and in relation to the scopes of service as provided in the Schedule to the NOGICD Act 2010.

Failure to fully comply with the NOGICD Act 2010 or demonstrate commitment to Nigerian content development policy of the Federal Government of Nigeria and NLNG shall result in outright disqualification from the tender process for this scope of services as described above.

As part of their submissions, companies signifying interest by responding to this advertisement shall submit acknowledgement of willingness to comply with the Nigerian Content Act.

General Nigerian Content Requirements

Companies responding to this advertisement are required to submit the following in compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010:

  1. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent) including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderer’s legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act).
  2. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
  3. Evidence of valid Nigerian Content Equipment Certificate (NCEC) in the relevant category.
  4. The process and procedure that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board.
  5. Details of the company’s corporate organisations overall Human Resources structure (management, supervisors, senior and junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals.
  6. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope.
  7. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries.

(FMOP), invites interested investors to express interest by submitting their Request for Qualification

(RfQ) for the concession of the Zungeru Hydroelectric Power Plant (ZHPP).

The strategic objective of the 700MW Zungeru Hydroelectric Power Plant at Zungeru, Niger State, is the need for increased electricity generation from diverse sources, particularly, from the hydroelectric potentials replete in Niger State.

This is with an overall objective to procure a concessionaire with the Technical and Financial capabilities

to operate, maintain and manage the Zungeru Hydroelectric Power Plant through professional and

efficient management practices for a minimum of thirty (30) years.

The Bureau of Public Enterprise (BPE) is seeking competent investors as concessionaires to

operate, manager and maintain the hydropower plant for 30 years. The Plant comprise a reservoir with

230-meter elevation, powerhouse containing four 175 MW turbine/generating units for a 700MW total

Ghana Calls for Tender for Seismic Acquisition in the Tano Basin

The Ghana National Petroleum Corporation (GNPC), is inviting applications for pre-qualification from internationally reputed geophysical service providers to carry out the Acquisition and Processing of 1200 sq.km of 3D Marine Seismic data over the GH-WB-01 block offshore Ghana.

The activity is set to commence in the Second (Q2) or third (Q3) quarter of 2023 and should span a period of not more than fourteen (14) months. The GH-WB-01 Block is in the Tano Basin offshore Ghana. The block has both transition and shallow water zones, with water depths ranging from 0-150 meters. The proposed seismic is in the western portion of the block where minimum water depth is approximately 30 metres.

Two major gas pipelines; the Ghana Gas and OCTP gas pipelines transit the block. Design and Acquisition of data: The Corporation will provide tentative Acquisition and Processing parameters.

Morocco Calls for Expressions of Interest for EPC for Seven Solar Parks totalling 260 MW

The Moroccan Agency for Sustainable Energy (MASEN) has launched a call for expressions of interest for the signing of engineering, procurement, construction (EPC) contracts for seven solar photovoltaic plants with a combined capacity of 260 MW.

Procurement engineering and construction (EPC) service providers have until 30 October 2022 to apply.

The European Investment Bank (EIB) is financing the programme to the tune of €129Million.

The seven solar photovoltaic plants are divided into two lots and they are part of its Noor Atlas solar programme.

The first (larger) one is for the construction of five plants in Ain Beni Mathar (42 MW) and Bouanane (30 MW) in the Oriental region, in Outat el Haj (36 MW) and Enjil (42 MW) in the Fez-Meknes region, and in Boudnib (36 MW) in the Drâa-Tafilalet region.

The second is the Tan-Tan solar photovoltaic plants in the Guelmim-Oued Noun region and the Tata plant in the Souss-Massa region. The two solar parks will each have a capacity of 36 MW.

Morocco’s Law 38-16 provides for the transfer of the renewable assets of the National Office of Electricity and Drinking Water (ONEE) to MASEN. It is within this framework, that the call for tenders launched today by MASEN will enable the selection of the constructor(s) (EPC) from among the eight pre-qualified companies/consortiums”, the Moroccan public body states.

Companies interested in MASEN’s call for expressions of interest have until 30 October 2022 to submit their bids. The Noor Atlas programme implemented by Onee aims to develop solar energy in remote areas of Morocco, in line with the kingdom’s objective of increasing the share of renewable energy to 52% by 2030.

The EIB says the Noor Atlas solar programme will help to reduce energy dependence on fossil fuels. The construction of this infrastructure will also create new jobs in a very dynamic sector. Above all, the programme will enable Morocco to diversify its electricity mix. According to MASEN, this North African kingdom has an installed capacity of 10,627 MW. Only 37% of this capacity comes from renewable sources, i.e. 3 934 MW.

Angola’s Regulator Issues Tender for Data Transfer, Data Repository Services

Angola’s hydrocarbon regulatory agency, Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG), has advertised for the provision of data transfer services from the archives of E&P operators in the country.

The title of the tender is “Provision of Services for the Creation of Technical Conditions and Transfer of All Existing Collections in the Technical Archive of the Various ANPG Partners”.

Deadline for the submission of applications is March 8, 2022.

ANPG says this much about what it calls Conditions for obtaining the parts of the procedures”:

“The parts of the tender process are not free and will be made available by e-mail CLPQ032022@anpg.co.ao, at the request of the bidder, or via a sealed flash drive at ANPG’s facilities, upon payment of the amount of 250,000.00 Kwanzas ( Two hundred and fifty thousand Kwanzas ) in the Single Treasury Account, through the AGT website , in favour of the ANPG institution with NIF 5000181439.

Somoil Issues Tender for Rehabilitation and Commissioning Services of the Quinfuquena Base Laboratory

Angolan indigenous upstream operator SOMOIL hereby announces its intention to hold a public tender for Rehabilitation and Commissioning Services for the Quinfuquena Base Laboratory at FS&FST Associations

Somoil is the operator of the blocks known as FS and FST Associations, located in the Land Zone of the Congo Basin, Municipality of Soyo, Province of Zaire.

Angolan Authorities Need Consultants for Storage and Maintenance of Well Samples

Angola’s NATIONAL PETRÓLEO GÁS E BIOFUELS AGENCY (ANPG), the country’s upstream petroleum regulator has issued a Tender seeking a consultant for the Provision of Storage, Maintenance and Management Service of Samples of Wells and of all Elements of Exploration and Production of Oil and Gas.

Some of the information related to the contract are:
